Running an HOA shouldn't feel like a full-time job. Yet for millions of board members across the country, it does — because the governing documents that define community life are buried in PDFs that nobody can easily search.

What SayWhat does
SayWhat lets homeowners and board members ask plain-English questions about their community's governing documents — CC&Rs, bylaws, rules and regulations, meeting minutes — and get instant, cited answers.
Not summaries. No guesses. Cited answers, with the document name, section, and page number so anyone can verify the source themselves.
Why we built it
In 2023, my wife and I began planning a move from our small community in Lincoln City, Oregon, to a similarly sized community in Holly Ridge, North Carolina.
As part of that process, I did what most homeowners rarely do — I read the governing documents. Every page of the CC&Rs and bylaws. Fortunately, our builder was already familiar with the community and had experience navigating the Architectural Review Committee (ARC), which made the process smoother.
But once we moved in during the spring of 2025, I logged into the community portal and downloaded everything that was available.
It wasn’t just the CC&Rs and bylaws. There were additional rules and regulations, years of budgets, and meeting minutes — all adding layers of complexity to understanding how the community actually operates.

With a background in software — including experience with expert systems, rules engines, and machine learning — I started experimenting. Generative AI was rapidly evolving, so I loaded all of the documents into a system where I could ask questions and get answers.
It worked. But it wasn’t something most people could replicate. It required technical knowledge, manual setup, and a lot of trial and error.
I wanted to make it simple.
So in February 2026, I decided to take that early experiment and turn it into something others could use — a service built specifically for homeowners and HOAs.
SayWhat is the result of that effort.
What makes it different
Most AI tools will confidently answer any question — whether the answer is in the documents or not.
SayWhat is different: if the answer isn't in your community's documents, we say so. Honest uncertainty is a feature, not a limitation.
Every community's data is completely isolated. Your documents are never used to answer questions for another HOA — and never will be.

We're working with early communities right now — uploading their first documents, refining the experience, and building toward a platform that can genuinely transform how HOAs govern.
